  • Bargaining Unit/Union : 220 - Manager/Unrep This position ensures the long-term financial solvency of the Zoo through sound financial management and efficient business practices. It provides leadership, direction, and oversight of the Zoo's financial management so the Zoo can accomplish its goals, balance its budgets, and maintain financial accountability and integrity. The position advises Zoo senior leadership, the Zoo Board, and state officials on effective use of the Zoo's annual operating budget of over $30 million and capital budgets ranging from $3 million to $20 million per year. Job responsibilities include, but are not limited to:
    • Ensure appropriate financial systems, policies, and procedures are in place, so agency goals and objectives are met within generally accepted accounting principles, legislative intent, and applicable laws and regulations.
    • Direct the full range of financial functions and staff including financial reporting, accounting, policy development, fiscal analysis, purchasing/contracting, fixed assets tracking, payroll, accounts receivable, and accounts payable.
    • Direct the annual budget-setting process, facilitate budget decision-making, and oversee the Zoo's participation in the state's biennial and capital budget process.
    • Develop the financial pro forma supporting the Zoo's overall strategic plan as well as individual programs and initiatives.
    • Serve as staff liaison to the Zoo Board's Finance Committee which oversees the Zoo's financial health and financial risks, recommending reserve levels and budget adjustments as necessary.
    • Direct business process redesign, policy updates, and implementation of business technologies to support more efficient, electronic, and risk-based approaches to financial activities.
    • Develop and monitor financial performance indicators to support data-driven operational strategies.
    • Lead and motivate staff by modeling the agency's culture statements, fostering mutual respect and trust, and creating an environment that is inclusive, supportive, and fair. Qualifications Minimum Qualifications
      • Five (5) years of supervisory/managerial experience in financial management which demonstrates development of financial policies, budgets, funding strategies, revenue/cost forecasting, financial processes and controls and other related functions
      • Bachelor's degree with emphasis in Business, Accounting, Finance, Public Administration or Policy, Economics or related field may substitute for one year of experience and a master's degree in a related field may substitute for two years of experience.
      • Knowledge of government accounting principles and practices sufficient to direct accurate and timely financial transactions and reporting
      • Ability to develop business plans, financial pro forma, performance measures and to manage department budgets
      • Experience overseeing preparation of accrual-based financial statements and interacting with internal or external auditors sufficient to direct the Zoo's annual financial statement audit and participation in state financial reports and audits
      • Knowledge of administrative procedures, policies, statutes, rules, procedures related to state finances, employment/collective bargaining, and purchasing/contracting sufficient to ensure compliance with relevant laws, policies, and procedures
      • Ability to effectively lead, motivate and manage staff and to foster a diverse and inclusive workplace
      • Excellent interpersonal, customer service, and negotiating skills sufficient to build constructive relationships with diverse staff, customers, and stakeholders
      • Excellent written and oral communication skills to effectively direct financial operations, facilitate meetings and decision-making, draft legislation, prepare and present agency financial communications and implement budget planning activities
      • Valid driver's license Preferred Qualifications
        • A dvanced degree with emphasis in Business, Accounting, Finance, Public Administration or Policy, Economics or related field
        • Experience with legislative and/or board of directors' activities such as: preparing and delivering testimony or presentations, preparation of budget requests, fiscal analysis of proposed legislation or policies, and drafting legislation or board policies
        • Experience leading financial planning, projects, or change management efforts including establishing process timelines and deliverables
        • Experience administering payroll in a government agency
        • Experience working with Minnesota's state accounting and payroll systems.
        • Experience selecting and implementing point of sale systems
        • Experience working with zoo, conservation, environmental education, recreation, or visitor-serving cultural institutions
        • Experienced leader with the ability to train and coach staff at all levels
        • Ability to set an organizational tone of continuous improvement and foster an environment that adheres to high ethical and professional standards Physical Requirements Requires occasionally lifting up to 25 pounds such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
